Welcome to the MSDN forum.

Please create a new asp.net project to check whether all projects have this issue or just this specific project has this issue.

Refer to the error message, please have a try with the following:

1. Right click your project name and Clean and rebuild it
2. Close older IIS instances
3. Restart VS
4. Right click your solution, set Startup Projects… and ensure your current project is selected
5. If you have AVG antivirus, please temporarily disable it to have a try
