What's the rationale for not including support for text-shadow and border-image in IE9? I don't expect full support for all CSS3 features but these two seem to be basic CSS3 features which should have been included early on.

Opera, FireFox, Chromium, Safari all support them.

Why does IE always feel like it's behind the rest and can never keep up!?

or

read the posts at the IEBlog - http://blogs.msdn.com/b/ie/

Perhaps not enough ppl provided feedback on the merit/cost/benefit of including these features, but probably because of technical reasons. Also is lacking is SVG filters.
