We have 2 laptops with identical programs installed. Files on each computer will be changed by the computer operator. Can we use SyncToy to to update the files on both computers so the files will be the same? If so how do we accomplish this?

Sure. Before the computer operator updates anything any files on any laptop, set up a "Folder Pair" relationship with "Sync" as an option through SyncToy. You can install SyncToy on either/both laptops, just be sure to setup the relationship before the update and Sync once.  After this initial sync, whenever the operator updates, you can run select the Folder Pair and Sync. As long as files can be written to (you have permissions to write over them), you could use SyncToy to synchronize the changes across.
