I have a computer running Windows Embedded Standard 7 that is connected to our LAN. The computer is NOT joined to the domain. I'm logged into the computer as a local account that is an Administrator.

Whenever I try to access a shared network folder, it takes over a minute before I'm prompted for credentials. You can see in the image below that is says "Logon failure: unknown user name or bad password."

IMO this is the problem - your WES7-system is not a member of the domain, and I think you going to access a network share on a compter that is a member of the domain. I'm not a domain administrator, but I'm quite sure that you will get faster access if the system is a member of the domain.
