I am attempting to install Windows phone 8 SDK on a Windows 8 64bit machine but when I go to install it I receive an error that states "Windows Program Compatibility mode is on. Turn it off and then try Setup again."

I have check to see if windows compatibility mode is on the exe file for the sdk and it is not.  I thought maybe there was a location in windows that it might be turned on globally for all programs but I can't find anything.  I just installed Windows 8.1 as well so I thought that may be an issue.

Can anyone help?
