According to the Compatible Operating Systems and Browsers, Silverlight 5 is not support Windows Server 2003 R2 SP2. It at least need Windows Server 2008.

And Microsoft Silverlight official site only provide the Silverlight 5 download link and the security path that you provided also support Silverlight 5.
