It's not a language thing.  It's ambiguous in English.

This is one of those semantics debates.  Some systems that have folders would say that it is when the folder itself was modified whereas other people would argue that a folder is nothing by itself and is in fact a representation of the sum of its contents and therefore any change to any item in the folder constitutes a change to the folder itself.
