The scenario is the following:
We automatized the user creation for a specific business model
ONE user, who has ONE hosting space which has ONE organization inside hosted organizations.
So basically when our CreateUser function is called, it automatically creates these resources, plus the first mailbox inside the organization.
Now we are migrating 33000 (!) users. After the first 1000, the Exchange server load was too high, therefore we decided to create another Exchange server. We correctly added and configured the Server settings on WSP, and on Virtual Server, we added its Hosted Exchange service only (its Hosted Organization service is not added). We set up this distribution for randomized type, however since we added the new Exchange, the WSP keeps creating organizations on the 2nd exchange, and the old Exchange's server load is low.
To clarify the virtual server's services:
Hosted Exchange - Distribution: Randomized - EX01 (old), EX02 (new)
Hosted Organizations - EX01
Can somebody help us out, where is that point, when WSP decides to choose which Exchange will be responsible for organization creation + mailbox creation?
I've already tried to modify GetPackageServiceId Stored Procedure, to use randomized distribution, without success.

Suppose existing (but not new) Hosting Spaces are still mapped to old Exchange boxes or SG/DB.
So... additional WSP Enterprise Server database changes required.
Something like…
To set new mailboxes in part of organizations to be created in new DB:

Etc.
Did you try to create absolutely new Customer > Hosting Space > HO > Exchange items?
Still stored on old server box?
