Client IDs and secrets are generated in Azure Active Directory. If you're using Visual Studio 2013 for development, you can use the Office 365 Tools to automate this process. If that isn't an option, you can register the application manually in the AAD management portal. Getting to the portal is easier now. If you sign in to Office 365 in your browser with an administrator account, you should see an Admin menu in the right hand side.
