We are currently having setup as presented below and would like to decrease number of hosted pipelines to zero.
If we follow the links to "Change" the number of hosted pipelines we can only add even more hosted pipeline - there does not seem to be a way to decrease that number.

To change your purchased pipelines, in the Visual Studio Marketplace, choose Buy, select your Team Services account, then update your number of paid pipelines.
