I am using a JS webview control, with VS 2013 and the latest Win8.1 preview. I am not able to inspect the webview's dom. The VS dom explorer appears to treat it like a black box. Is there any way to look into the webview dom?

There aren't any properties on the control itself that would reveal its contents, so I don't believe this is possible. I've not seen any design or dev specs mention this capability either, so it is a black box both to VS and the app code.
