I am by no mean technical savvy but was asked to create a website. I did in Publisher '07. I worked on it and the very last time, instead of saving it as a .pub file, I did a save as .htm. Of course when it went live, my last changes were not there. I was constantly having to rename the orginial pub file so I decided to delete (what I thought) was the oldest pubulisher file. Yes, I know that is so wrong. However, I have a folder with all the files, clipart, everything. I can open in the browser but when I try to go back into publisher to make a few changes, I get "Some of the files in this Web page aren't in the expected location. Do you want to download them anyway?...." If I choose yes, I'm given 1 page, whereas my original publication was 19 pages. I can open all 19 pages in the browser but I can't make the changes.

Anyway the answer is no. You are not able to recreate a publisher project starting from the generated HTML.
