I am looking for a script / procedure for below requirement

We have a exchange online transport rule :

if any one sending an email with some sensitive date -> Notify the sender with policy & also sender can override the with a business justification and can send the email.

finally , it will generate a report & send to a Shared MAILBOX .

So when ever , an email is override with business justification  , it will acknowledge to shared mailbox .

the email will be with the below content " Override: Yes, "Business Justification "
