a user can not open a project that he owns. Project Web App says: "Sorry, you don't have access to this page".

I assigned a new group and a new security-category to the user. I gave all permissions that I think would be necessary to let him access the project page. Interesting part: The user is able to open the project in Project Pro. The user also has got the correct license (project pro with project online).

当与管理员打开同一个项目时，一切正常。

When opening the same project as an administrator everything works fine.
