Our Team members should have the ability to check the "Bypass validation build and check in my changes directly (requires permission)" option when checking in a changeset to Visual Studio Online.  It is disabled for them.  We use the Web version of TFS.

To grant permission, I've gone to the _build page, clicked the "...", chose "Security...", and then granted "Allow" to the "Override check-in validation by build" for EVERY VSTS Group.  Following these changes, my team members have exited and re-entered VS.  Still, the "bypass" option is disabled for them.

Please try to add a specific user or your TFS group of your Team to the build security page and grant them Override check-in validation by build permission.

In my TFS, I only have one Gated check-in build. And I add a user to this build definition security page and give him Override check-in validation by build permission. After this, the Bypass option in VS 2017 was enabled for him.
