I have been trying to make a developers account to upload windows phone app on the store. I am able to reach the review screen on confirming and clicking on finish i am greeted with this message :-

Each time i try , Rs 2(I am from India) get deducted from my bank account, However the account doesnt gets started. The card i am using is a MasterCard and is not a prepaid card. I need help on this asap please. I have been trying and had been unable to create the account for 3 days now.
