I am hoping someone can help with this question. To be honest I am a little surprised this is not simpler to figure out as this is a very basic need of any business that uses project to track and manage projects. I may be missing something however there seems to be very complicated answers for such a very basic function?

There is no billing rate for a "project" as suggested in the title of your question.  Billing rates for Resources are shown in the Resource Table.
