The standard states that the spacing is "determined automatically by the consumer to match an HTML document as specified." However, I can't find any specification for how spacing is handled between paragraphs in an HTML document. The best I could find was that margin-top and margin-bottom are the CSS attributes used to modify that spacing, and they seem to default to 1em. Therefore, it seems that inter-paragraph spacing should be determined based on the font size of the corresponding paragraphs. That still leaves a lot of ambiguity though.
