I need to keep track of attributes in a large table.  I'd like to color code them.  For the life of me, I can't figure out how to change the foreground color of an attribute shape. 

我正在使用Visio Pro 2016。

I'm using Visio Pro 2016.

   1. Setting Shape Sheet settings to match a shape whose foreground I can change

There may be any Theme applied for the shape so the color format not applied on Attribute shape. Please try to change another theme to check if you can set color for Attribute Shape:

格式形状，立即设置填充颜色。

Go to Design tab, in the Themes group, select a theme for example Linear. In the Variants group, you can also select other color for current design. Right-click the Attribute Shape, select Format Shape, set the fill color now.
