This is an extremely difficult problem, could not be seriously discussed in a Quick Questions & Answers forums. To best of my knowledge, the existing works on the topic are on the cutting edge of the science, and the results are mostly experimental and not very reliable (even though I heard about commercial applications, even very early ones, based purely on analog electronics).

Speech recognition is extremely difficult, too, but the engines doing it are available. Quality can be considered as questionable, though. You are asking a very different problem, recognition of individual voice characteristics, not the speech itself.
