Until such a time that a free (or more affordable) solution is available you also have the option of using the free command line compiler for the .Net 3.5 Compact Framework that Microsoft makes available.  I still encourage developers to use Visual Studio Professional; after all, your time is valuable and Visual Studio will provide many time and productivity enhancements over many other solutions. But if Visual Studio is out of reach then it's your next best option. For better productivity I would suggest using the compiler through a free IDE like SharpDevelop. I wrote the instructions for setting up such an environment here: http://www.codeproject.com/KB/mobile/WiMoSansVS.aspx .  Even if you already have a solution through Visual Studio 2005 you may want to bookmark this solution.  VS2005 doesn't support the .Net 3.5 Framework.

For the sake of others reading if you would like to obtain a copy of Visual Studio if you are a student you can obtain it for free through the Dream Spark program (http://dreamspark.com ). If you are not a student then you may want to look into the ISV Empowerment program.  With that program for some where around 300 - 400 USD you get an MSDN software subscription that includes among other development tools Visual Studio (If you look at everything that you get with the program you'll see it's quite a bargin).  There's also the Biz Spark program which provides development tools at a discount.
