While Deploying a WebApp I get the error posted below.  I get the same error, sometimes, in the portal.  I've deleted all hostplans and webapps, waited, and re-deployed multiple times with no luck.  Tried multiple skus, too.  Any assistance pointing me in the correct direction will be greatly appreciated!

'Not enough available reserved instance servers to satisfy this request. Currently 0 instances are available. 
If you are changing instance size you can reserve up to 0 instances at this moment. If you are increasing
