We are using 192.168.1.0/24 network. We configured DHCP scope for this network.

I want to increase number of hosts from 254 to 400. To this i have to create any new scope with new different network or we can do any subnetting for this network.

You can create new scope (e.g. 192.168.2.0/24) but you need to configure routing between these subnets as well. Another way is to increase existing network to /23 (e.g 192.168.0.0/23). In this case you will have address space from 192.168.0.0 to 192.168.1.255 that will meet your requirements.
