My app needs to process a URI, and I need a package manifest in order to do that. My .NET Forms app does not have a package manifest in the Solution Explorer. How do I get this to show up?

Windows Forms apps don't have a package.appxmanifest. That is for UWA apps. In a Winforms app you can have an app.manifest file which is added by using the Add New Item command just like you'd add a form or class.
