At my company we would like to investigate the possibility of allowing clients to create/view defects via the TFS web portal.

TFS的权限设置不太精确。
The permission settings for TFS are not so precise.
但您可以启用权限来创建/查看工作项并禁用代码查看权限。 请注意，它会影响所有工作项类型，包括您提到的缺陷（类型应该是TFS中的错误）。
But you can enable the permissions to create/view work items and disable the code view permission. Please note that it affects all the work item types including the defects you mentioned (The type should be bug in TFS).

Please follow below steps to set the permission you required:
