I had this problem recently and found that by unsetting a proxy server, I had previously set, fixed the issue. To check if you have a proxy set  type the following commands into a command prompt.

Netsh

Netsh>WinHttp

Netsh WinHttp>Show Proxy

If there is a proxy set the type "Reset Proxy" to remove the proxy setting. I think you could also add the computer name to the proxy by pass list though I have not tested it.
