We are investigating how we will structure our plans/offers and subscriptions in Azure Stack for about 200 applications and 20 teams. 

Q1: Is there a way to create the plans and offers through an arm template? Examples?

Q2: Is there any suggesting on how you should organize plans/offers/subscriptions over many teams and applications? Maybe for public Azure?

I'm afraid there are no existing templates, however, you could try creating a template and share your experience and input with us.
