We are doing a test about Lync call forking. Here is the call flow: call comes from PSTN reach gateway first and gateway fork the call to PBX side and Lync side. When Lync client is online, everything is OK. But if Lync user was offline, call will be directed to Exchange 2010 UM immediately, to gateway side, it will assume call has been answered, so it will cancel the call on the PBX side. To solve the problem, I use MSPL to check if the user is online, if Lync user was offline, MSPL will paused the call for few second(such as 10 seconds) before continue the call processing, this will give gateway enough time to ring PBX side.

My question is does MSPL has sleep funtion or similar method to handle call delay?

I don't think that this will accomplish what you want.  If you delay the call processing on the Lync side for 10 seconds and the PBX starts ringing, unless the caller answers the phone before 10 seconds has elapsed, then as soon as you start the Lync processing again the call will be "answered" by voice mail and the call will be canceled on the PBX side. 

It looks like you are trying to build some hybrid scenario where the users have PBX phones and Lync is not configured for third party call control.  You seem to want the users to be able to answer incoming PSTN calls on either their PBX phones or the Lync client.  As far as I know this is not a supported scenario with Lync.  You could configure the PBX and Lync to do third party call control and use the PBX for the call handling.  In this case the Lync client will show a notification for the incoming call but when the user accepts, the media session is on the PBX phone.
