It takes a very long time for an app to complete the publish step. I am just submitting a test app to familiarize myself with the process and also time it so I can take the submission time into account in my release planning.

The app certification process is usually completed within a few hours, though in some cases it may take longer. After you've submitted your app for certification, the packages enter the queue for testing. The Windows Dev Center should display a message if they detect any errors during pre-processing. There is a human-intervention piece to the certification process.

Your app has to go through pre-processing, security tests, technical compliance tests, content compliance, release, then signing and publishing. For one example, during Security tests, your app's packages are being tested for viruses and malware.

Fully-fledged, polished, completed apps are usually processed within a few hours, not days. I don't know for sure, but the fact that you are "just submitting a test app" to familiarize yourself with the process (which is a great idea!) might be what is taking so long. The Windows team of developers that are manually putting your app through the certification process might not want to publish your "just a test app" to the store, because it's not a "real app." That's just my guess.
