I can see two records for location service in the config database tbl_ServiceDefinition with relative paths that match the two in the URL above
I am not sure what's going on here or how to fix it?

What’s the version of your TFS, 2010 or 2012? Upgrade from TFS 2005?
Your TFS Server works fine or there’s some issue when using TFS Server? If has issue, what’s the detailed information about this issue?
After which detailed operation or after installed which update you found the error in event log?
