Actually, you have a couple of options.

 

You can do this using UCMA to build a web service.  There is one example here that uses UCMA 2.0, but it would not be too hard to convert the sample to use UCMA 3.0

Your other option is to use the CWA AJAX API.  This works with OCS 2007 and can be installed and is supported on OCS 2007 R2.  It will work with Lync but is not supported after that.

Unless, you have effort constraints that prevent it, I'd suggest starting with the UCMAWCF sample.
