Dear Lord, 3 years later and here I am with a brand new laptop having the very same issues! I guess Microsoft doesn't consider this very important! :( Is there a fix for this yet? I haven't seen one.

The Developing Universal Windows apps forum is for developers to discuss writing their own apps, and the thread you posted on was about problems integrating Cortana into ones own app on Windows Phone 8.1. The problem discussed there is not relevant to any issue you might see as a user on a Windows 10 laptop. It looks like you weren't the first confused by that thread, so I've removed it.
