A few other people have asked this question but it doesn't seem that they've got helpful answers so I'm asking it again.

My app was unpublished by Microsoft. It turns out it had a simple bug which stopped it working and which I fixed. However there is now no way for me to submit the updated version. The link in the email only goes to the dashboard and the link in the dashboard only goes to an explanation of the problem. There is no longer a link to submit and update. I can't even start a new submission from scratch because the app name is no longer available for me to use.

I would open a support ticket with microsoft.  They should be able to help you with republishing the app.
