No, you cannot develop a radar "on your laptop", because a laptop does not have required hardware components in it. :-)

So, you would have to develop a radar separately from laptop, which would require you to be quite a capable radio engineer and understand the radio physics, too, which is quite well known, but still far from being absolutely trivial. Is it possible to develop? Well, I think, yes, if you have the capabilities of such an engineer and can spend enough money for required components. Remember that it requires to work in some high narrow frequency range, but the different ranges span from some 3 MHZ to 10 GHz, so magnetrons and other sophisticated components are involved.
