As surface provides  MultiTouch capability,  can two different users start to work on two different Surface windows of the same instance of a  program simultaneosly... Please clarify...

Microsoft Surface version 2  hardware units (Samsung SUR40 for Microsoft Surface) support an external monitor (HDMI). That could allow you to have an external display. That said, the only way to have different SUR40s interact with each other would be to have a process on each of the units, and have some way for the two processes to communicate. You could use your favorite networking protocol to do that.
