I have created an image and several subprojects that I can run and debug ok. However I now need to copy some files physically to the device but I can't get any of the remote tools to work. For example if I select Tools\Remote Tools\File Viewer and select my device ( (auto) Ether), it shows the "Connecting to Device" Dialog but it stays there and never connects. What do I need to do to get this to work?

There are a number of resources on the Web you can find on configuring the vCEPC Connectivity and I suspect you are running into a bootloader vs app TCPIP connectivity issue so if your issue is the remote tools then I would start your search there. (http://social.msdn.microsoft.com/Forums/en-US/winembplatdev/thread/ebe1c376-8cbf-4388-90c7-9d6f0d99158c seems to have a great discussion and something about having 2 loop back adapters) I am not very versed on vCEPC so I won't be able to offer much more on that side of your question.
However, if you just want to get files to the device and Platform Builder is already connected via KITL, you should be able put the files in your platform release directory on your PC and just use explorer on your device UI to copy from there.
This person wrote an app that copies files from the device to the release directory, you would just do the opposite... but you don't need to do that if you have a shell with file explorer on the device. http://stackoverflow.com/questions/311805/access-desktop-release-diretory-from-windows-ce-device
