I don't believe so, the chips in the phone are supposed to select the best towers based on RSSI. If you could "lock" to a tower, what happens when you get close to a tower with a better RSSI? Cell signals don't travel forever, so you'd have to stay within the optimal frequency range of the cell tower you want, no matter if you are locked or not, and at that point the phone should be selecting that tower anyway.
