I am writing a program to get several sets of the signal qualities of all the APs by the function WlanGetAvailableNetworkList.
I do this only by calling WlanGetAvailableNetworkList once per second.

However, the PWLAN_AVAILABLE_NETWORK->Network[].wlanSignalQuality I got are always the same, no differences.

I am wondering how long the value of PWLAN_AVAILABLE_NETWORK is updated? or is there a method i can update it manually?

You need to call WlanScan for the list to get updated.  Please note that WlanScan will return immediately and your client will need to register using WlanRegisterNotification to be notified when the scan is complete.
