I've set these discounts up in Marketing Manager and set the discount priority. Everything works great in the cart, but when I try to checkout, I get an error "One or more discounts no longer apply." If I only hit the 20% discount, checkout works fine, its when I hit the 2nd or 3rd level discount that checkout can not proceed.

I'm not sure if this message is a custom error for this installation or a Commerce Server error. But it looks like to me the pipeline is not allowing this to go through because of the multiple deals.

Sound like you have the priorities on the discounts incorrect. The

400 should be the highest priority and if it is applied, it should be set so that it cannot be used as the input for the other discounts.
