As 3rd party developers we wish to access the QoE database in order to extract data for use within our software.

We currently extract data from the CDR database for the same purpose.  My question is - can infomation be extracted from the QoE database in the same manner as it can from the CDR database?

Yes.  It's just an SQL database.  Take a look at the Resource Kit tool that displays data from queries against the CDR and QOE databases.
