My machine Windows server 2003 standard Edition SP2 32bit

I have open the Active Directory Users and computers window and right click the user and click the new user and create the user name , mail Id and password and etc. finally click finish then I got the below error message.

I think the issue is that you are login / connected to an additional domain controller.
And I don't know why, but this DC is not replicated with the others domain controllers.
Unfortunatley you used dc has consumed the whole RID ID pole --> per default I think 100.
Because of the sync issue they dc will not gt new RID ID's from the FSMO RID Master DC.
