You should be able to change the auto renew option by logging on to https://commerce.microsoft.com. The site will display a list of subscriptions associated with your Microsoft Account (ex: Xbox, music pass) including the Windows Phone Dev Center subscription.

Either turn off auto renew or Cancel your subscription to make sure you won't get charge in a year. If you cancel your subscription, you will still be able to access Windows Phone Dev Center since you got a 1 year subscription.
