Visual Studio 2005 (or 2008) is the tool used to create CE5 applications.  Since those versions of software are no longer sold directly by Microsoft, you will need an MSDN subscription or a boxed retail copy of Visual Studio.  You need Visual Studio Professional or higher.  VS Express won't cut it.
