To the best of my knowledge, there is no easy way of doing what you are requesting in .NET.  To listen in on a port that is already in use you will have to get fairly low in the network stack.  In the case of IIS, I would suggest looking into an ISAPI extension (http://msdn.microsoft.com/en-us/library/ms524610.aspx).  Hope this helps.
