In one of my application when i am touching the textbox for writing some text.The focus is moving from that textbox control to somewhere else.

when i am clicking on "PublishText" the focus of that control is going somewhere else.

此行为仅在RTM版本中发生。在发布预览版中，我的代码工作正常。

This behavior is happening from RTM release only.In release preview my code was working fine.

I placed your code in an HTML page and indeed, this is how IE 10 works.  The focus comes out of the Text Box and onto the button.  That is true with any element on the page.  In fact, I do not know of a browser that would behave any differently than this.
