"target device"?  You've built the device?  If so, you need to build an SDK, install it for Visual Studio 2008 Pro (I think that's the version you need).  If your device supports the .NET Compact Framework, you can use VB.NET, C#, or C/C++.  If you don't support .NET CF, you can use C/C++.
