I am using PHP with being V9.

unfortunately (KeywordPerformanceReportRequest ) returns  NO value from Today morning.

Thank you for your question. It is expected that if you poll for Performance data before its processed, the report will not contain any data. This is usually the case when you poll for data for the current day. Please see the below documentation, which explains the expectation of data retrieval.
