I downloaded CE7 package from Microsoft site and installed to C:\WINCE700

There is no such thing a "full" SDK for CE 7, or other versions of CE for that matter.  Since Windows CE is a componentized, customizable OS, SDKs for Windows CE are custom built for a specific device and/or OS configuration.  At one point Microsoft distributed something they called the Standard SDK, but no arbitrary device was ever actually guaranteed to run applications built with it.  To build an application for Windows CE requires the use an SDK exported from the Microsoft Windows CE Platform Builder against a CE OS design project, thus insuring that the headers and libraries correspond to the set of OS components built into the OS image and available on the target device.

If you are creating the OS image yourself, you can use the Platform Builder SDK export feature to create an SDK for building applications for your device. If an OEM is providing your device along with the OS, that OEM should also be able to supply an SDK specifically for the device.
