You would get the "Publisher name being used" error only if another account is already using that Publisher Name.
如果您使用@ live.com帐户拥有该publishername，系统将不允许您使用@outlook获取该帐户.com帐户。
If you did own that publishername with your @live.com account, the system will not allow you to get it with your @outlook.com account.
