We have created some new UDDI providers and services for our project(that we use it in the ESB itinenaries).  What is the best way to move those to other enivornments?   Is there any tool to export and import to target environment.

UDDI3 DB backup and restore is not best practice I guess.  I don't want to backup my dev UDDI DB to Test/UAT/production.   Plus tables within the DB may have some values relevant to the environment (like endpoints table which maps to URL).

UDDI ships with a Data Export Tool found at Start > All Programs > Microsoft UDDI Services > UDDI Tools > Data Export Tool. You can use this to export UDDI entries. Then you can use the bootstrap.exe tool for importing into ur subsequent environment.

Example:
"C:\Program Files\Microsoft UDDI Services\bin\bootstrap.exe" /f uddiexport.xml /u domain\userAccount
